Turning lads upside down during the badge ceremony is a prohibited practice. Doing so irrespective of the prohibition is unwise. 

As Forrest once noted "That's all I have to say about that."

Turning an earned badge upside down during a ceremony and advising the lad to leave it so until he something else, be that a good turn, deed, insert other justification here, seems to me to be just plain wrong.  To me it's as ill conceived as any of the following:

Boss to Employee:  You're getting that promotion.  You've earned it, but before it's yours, you need to go do something nice for Fred over there.

Clerk to customer:  Ok, that was 18.12 from 50, so your change will be 31.82 and while these groceries are now yours, you can't take them out of the sacks until you've done something nice for someone. 

Son to parent:  I did what you asked, I cleaned my room, put out the trash and walked the doggie, can I go play with Sam now?
Parent to son:  you've done everything asked of you and you've done it very well. So you can go play with Sam, just as soon as you scoop the litter box.

Sorry, but telling a lad they've earned X, then at the recognition time for X telling the lad hey, it's yours, but not really, cause we decided to add a step to the process, is a pet peeve, and it's adding a requirement, which is wrong.
